INTERNATIONAL COST ENGINEERING COUNCIL (ICEC)

A Worldwide Confederation of Cost Management Societies, comprised of Cost Engineering, Quantity Surveying and Project Management Societies 

 

ICEC MISSION STATEMENT, OBJECTIVES and WORK PLAN dated May 2011

BASED ON THE ICEC STRATEGIC PLAN (as adopted 30 June 2000 and amended 29 June 2008)

 

1             Mission Statement

1.1.          The mission of ICEC is to promote the profession and co-operation between cost management and project management societies worldwide for their mutual wellbeing and that of their individual members 

 

2             Objectives of ICEC 

2.1.          To encourage, promote, and advance the sciences and arts of cost engineering, quantity surveying, and project management for the public good, worldwide 

2.2.          To co-ordinate and sponsor International Cost Engineering (CE), Quantity Surveying (QS) and Project Management (PM) Congresses and Symposia 

2.3.          To encourage cost engineers, quantity surveyors and project managers in countries where no formal association or organisation exists to form a group with objectives compatible with those of ICEC and its members 

2.4.          To participate in international events related to the practice of cost engineering, quantity surveying and project management sponsored by governmental and private organisations, national or international, whether members of ICEC or not, provided that these events are in keeping with the objectives of ICEC 

2.5.          To further research and development of cost engineering, quantity surveying and project management

2.6.          To further the study of cost engineering, quantity surveying and project management problems of worldwide or multinational character

2.7.          To encourage the development of professional certification programs in cost engineering, quantity surveying and project management

2.8.          To collaborate with the United Nations and other international and regional agencies in formulation and implementation of policies affecting construction and engineering development with respect to cost, procurement and project management at policy, strategy and implementation levels of economic and social development programs

 

3             Strategic Activities of ICEC

3.1.          Administrative Goals

3.1.1.     To ensure diverse participation in ICEC administration from all world regions, at the regional director and executive levels

3.1.2.     To encourage member associations to commit volunteer and technical resources, and assign a liaison responsible for ICEC affairs

3.1.3.     To maintain the ICEC webpage as the primary communications tool for the organisation

3.1.4.     To establish a database and technical structure to facilitate communications, working groups, sharing of information, and policies & procedures

3.1.5.     To maintain the global calendar of QS, CE and PM meetings

3.1.6.     To identify corporate sponsors for ICEC

3.2.          Technical Goals

3.2.1.     To promote the development and publication of International practices and standards and International skills and knowledge in the key fields represented by ICEC

3.2.1.1.                  To develop and maintain a common body of QS, CE and PM knowledge and competencies

3.2.2.     To promote research in and the development and publishing of International cost data

3.2.3.     To promote contacts among educational institutions to exchange information on curricula, provide access to research, and promote education in the key fields represented by ICEC

3.2.3.1.                  To use the ICEC website to provide information on academic programs in QS, CE and PM

3.2.4.     To promote best practices and publications, through the ICEC journal

3.2.5.     To continue the accreditation of member organisation certification programs and promote the formation of new programs, while maintaining integrity

3.3.          International Congresses and Meetings

3.3.1.     To continue to support International congresses and meetings as one of ICEC’s highest goals

3.3.2.     To identify Corporate Sponsors for ICEC congresses

3.4.          Membership

3.4.1.     To assist in the formation of new member organisations, especially in developing nations

3.4.1.1.                  To develop a standardized Constitution & Bylaws template to be used by newly formed organisations

3.4.1.2.                  To identify regions where there is a clear gap in professional association support to the QS, CE and PM community

3.4.2.     To develop and implement a marketing strategy for organisational growth and retention

3.4.3.     To encourage participation of younger members, through member societies and academia

3.4.4.     To facilitate membership growth by encouraging existing national societies to join ICEC

3.5.          Cooperation with Other Professional Organisations

3.5.1.     To collaborate with allied professional bodies through the establishment of formal Memorandum of Understanding

3.5.2.     To promote co-operation between ICEC member organisations, allied professional bodies, and governmental agencies

3.5.2.1.                  To increase the visibility of ICEC at peer and member organisation events, globally

3.5.2.2.                  To seek to increase communication with peer and member organisations at the executive level

3.6.          Image & Recognition

3.6.1.     To promote activities which enhance the standing of the professions represented by ICEC

3.6.1.1.                  To achieve the Central Product Classification of the CPC recognition through the United Nations (UN) Economic and Social Council (ECOSOC) and World Trade Organisation (WTO)

3.6.1.2.                  To promote an understanding of the multidisciplinary nature of the QS, CE and PM professions, and promote the competencies

3.6.2.     To support activities which encourage the development of a legal basis for these professions, through national and local regulatory bodies

3.6.3.     To promote recognition of ICEC member societies and individuals through Awards

3.6.4.     To promote recognition of ICEC member societies and individuals through existing member organisation media

 

3.7.          ICEC and Governmental / Private Organisations

3.7.1.     To develop a biennial work plan for ICEC’s UN-related programs and activities

3.7.1.1.                  To include the Housing and Human Settlement group (UN-Habitat), Post-disaster and re-construction management (United Nations Offices for Project Services [UNOPS]), and the UN Environment Program

3.7.2.     To provide information on and encourage participation in UN activities which are compatible with the goals and objectives of ICEC

3.7.3.     To encourage cooperation and collaboration with other Non-Governmental Organisations (NGOs) in UN activities which are compatible with the goals and objectives of ICEC

3.7.3.1.                  To include the World Bank Group and WTO

3.7.4.     To coordinate ICEC’s activities with the UN and allied international and regional agencies

3.7.5.     To develop plans for promotion of the professions represented by ICEC, with an emphasis on governmental and educational institutions, and private companies

3.8.          Networking and Member Services

3.8.1.     To promote networking and sharing of information between member organisations, firms, and individuals

3.8.1.1.                  To include the development of a web-based forum for knowledge sharing and networking

3.8.1.2.                  To include the formation of an ICEC group on LinkedIn

3.8.2.     To promote research projects and collaboration amongst researchers and practitioners

3.8.3.     To develop additional services offered to members

ICEC Accredited Certification and Continuing Professional Development Programs

ICEC Member Associations may seek ICEC accreditation of Cost Engineering, Quantity Surveying, and Project Management certification and continuing professional development programs (CPD), provided that these programs meet ICEC standards for recognition.

Requirements for Membership

International Cost Engineering Council is a worldwide confederation of national and international associations of serving the cost engineering, quantity surveying, and project management professions.

ICEC does not have individual members. Participation in ICEC affairs is accomplished through membership in one of the ICEC affiliated societies. Persons interested in membership, should apply to one of the ICEC member associations which serve their nation of residence.

The electronic journal of the International Cost Engineering Council
(ISSN 1832-7249)

International Roundup was replaced by periodic newsletters and the
ICEC Cost Management Journal in mid-2007.

Terms of Reference (Job Description) for ICEC Delegates

Introduction
The governing body of the International Cost Engineering Council is referred to as the Council. The Council consists of the ICEC Executive and one Delegate named by each ICEC Member organization. Member organizations are encouraged to name an Alternate Delegate with authority to serve as Delegate in the absence of the official Delegate and to assist the official Delegate as appropriate.

About the Award
The IET/ACostE Project Control Technical and Professional Network is pleased to announce the Terry Bishop Award.
This award recognises innovation within the Project Control discipline. It looks for new approaches that have yielded success, ultimately adding value to the project.
The Terry Bishop Award has been launched in 2011 to commemorate the contribution Terry Bishop made to the Project Controls profession. Terry, a former President of ACostE instigated the collaborative partnership between the Association of Cost Engineers and the Institution of Engineering and Technology.
The judges, comprising of senior members of the Association of Cost Engineers and The IET are inviting submissions that demonstrate a Value Improving Practice. This could be a project tool, practice or an innovative technique.
Award Categories:
• Best Innovative Application of Float Management in CPA (Critical Path Analysis)
• Best Innovative Approach to Progress Measurement
• Best Engagement of Cost/Planning Tools
• Best Application of Change Control in Large Projects
• Best Innovation in Cost Estimate to Control Budget Transition
• Best Application of Contingency Development & Management
• Best Engagement of Risk Management Process with Control of Budgets and Schedules
• Best Innovation in Joint Management of Risk

Prizes
Nominees will be invited to the ACostE Annual Dinner on Wednesday 02 November 2011 in Coventry where the winning paper will receive a cash prize of £500.
The winning paper, along with the runner-up papers will be published by the IET and the ACostE as well as hold a feature position on the joint IET- ACostE Project Control TPN website.

    ICEC Communications Guidelines

    PREFACE

    The International Cost Engineering Council is an organization of associations, not individuals, and thus its official communications with the member associations are with the designated representatives of each association not directly with the individual members of the associations. Recognizing the advent of worldwide electronic and other systems for virtually instantaneous communication such as the “Project and Cost Forum” on CompuServe which has been established by AACE International and similar systems under consideration by other ICEC member organizations, the International Cost Engineering Council has established the following guidelines for the use of electronic and written communications in connection with ICEC activities:
