Our Mission Statement To promote and advance professional quantity surveying and construction estimating; to establish and maintain national standards; to recruit, educate and support our members During the 1950's the large flow of immigrants to Canada brought with it its complement of U.K. Quantity Surveyors who saw a need for an organization to further the aims of their profession. In February 1959, a number of these Quantity Surveyors were invited to a Founder Members' meeting in Toronto. From this meeting the objectives, rules and regulations of the Canadian Institute of Quantity Surveyors were developed. The Canadian Institute of Quantity Surveyors is now the professional body that represents Quantity Surveying and Construction Estimating in Canada. The Institute sets a national standard for accreditation that is administered through the affiliated associations. The Institute is governed by a Council that consists of the President, one representative from each affiliated association plus the national education administrator. The President is elected among the representatives of the affiliated associations, for a term of one year, and traditionally the presidency is rotated among the associations' representatives. Today the Institute has around 1300 members through the affiliated associations in Alberta, British Columbia, Newfoundland & Labrador, Nova Scotia, Ontario and Quebec. On January 13, 1988 the Institute obtained the official mark Professional Quantity Surveyor and subsequently has also registered the initials PQS and the French equivalents of Économiste en Construction Agréé and the initials ECA.In 1996 the Institute obtained the official mark Construction Estimator Certified and CEC. The Institute’s Long Range Plan focuses on recruitment and retention of membership, promotion of quantity surveying as a profession, administering education, creating industry awareness of quantity surveyors and developing professional standards. The CIQS publishes a quarterly journal The Construction Economist in addition to a number of texts, explanatory booklets and technical publications, including Method of Measurement of Construction Works, Canadian Building Law, Construction Budgeting and Elemental Cost Analysis. A revised Schedule of Services & Recommended Fees for Cost Planning is currently being published. The Institute is a member of the American Society for Testing and Materials (ASTM) and has participated in the formulating of the Uniform Classification of Construction Systems and Assemblies (Uniformat) published by Construction Specifications Canada (CSA) and the Construction Specifications Institute (CSI). The Institute, by virtue of having the only national syllabus covering the requirements of a Construction Manager, is the only Canadian participant in the International Association for Professional Management of Construction. The CIQS recognizes members of the Royal Institution of Chartered Surveyors (Quantities Division), the Australian Institute of Quantity Surveyors, the New Zealand Institute of Quantity Surveyors and the Association of South African Quantity Surveyors as equivalent professional qualifications at the Associate level. Admission as a Professional Quantity Surveyor will be granted upon completion of the required practical North American experience and Test of Professional Experience Ethics examination.
