ICEC now registered with UN-Habitat as a NGO

ICEC is now registered as a Non-Governmental Organization (NGO) with UN-Habitat, the United Nations (UN) Human Settlements Program. Formal application has been made to the UN to apply for Consultative Status with the UN Economic and Social Council and recognition as a Roster Category NGO.

AIQS and CIQS sign Reciprocity Agreement

Australian Institute of Quantity Surveyors (AIQS) President, John Lowry and Canadian Institute of Quantity Surveyors (CIQS) President, Clark Campbell, signed a reciprocity agreement at the CIQS Annual General Meeting in Vancouver on June 18 2004. The agreement allows for the transfer of membership between the two institutes.

In addition to the reciprocity agreement, the two institutes agreed to exchange professional development resources and research reports and liaise on education developments and development of standards and competencies. AIQS and CIQS exchanged copies of their manuals, texts, guidelines and practice notes at the Annual General Meeting.

AACEI and RICS sign Memorandum of Understanding

The Royal Institution of Chartered Surveyors (RICS) and the Association for the Advancement of Cost Engineering International (AACEI) signed a Memorandum of Understanding in June 2004 which enhances communication and interaction between the two groups and identify the steps needed to further cooperate on matters relating to tools and best practices for professionals in the construction industry.

SPR project management certification program gets ICEC approval

Project Management Certification programs of the Czech Association of Project Management (Spolocnost pro projektové rízení - SPR) have been accredited as meeting all ICEC criteria for recognition. People who have been certified by SPR may now use the ICEC logo and initials in recognition of their professional accomplishment. Information on the use of the logo, initials, and the post nominals ICECA appear on the ICEC website at http://www.icoste.org/initials.htm.

The SPR programs are the first programs in project management to qualify both for ICEC recognition and for IPMA recognition. The complete list of accredited programs appears on the ICEC website at http://www.icoste.org/accred.htm.

ICEC member societies which have not yet submitted an application for recognition of their certification or continuing professional development programs are urged to do so in order to gain worldwide recognition, both for the programs and for the individuals who have earned certification.

Application for accreditation of any project management, cost engineering, or quantity surveying program may be made online at http://www.icoste.org/certapp.htm. Criteria for recognition of programs appears at http://www.icoste.org/guidl.htm.

2004 ICEC Congress logo

ICEC Congress Final Report

ICEC 2004 Congress Organiser, Len Harris, has presented his final report to the Association of South African Quantity Surveyor (ASAQS) and the Cost Engineering Council of South Africa (CEASA), the co-hosts of the Congress. The highly successful Congress was held in Cape Town, South Africa in April 2004.

Kevin Mattheys wins Jan Korevaar
Best Speaker Award

Professor Basis Verster handing the award to Kevin MattheysSouth African Kevin Mattheys won the 2004 Jan Korevaar Outstanding Paper Award which is presented to the person voted by delegates as the being the best speaker at each ICEC Congress.

The award was presented by ICEC Chairman, Professor JJP (Basie) Verster, for Mr Mattheys' paper titled Development of an integrated business and career model for cost engineering at a Association of South African Quantity Surveyors (ASAQS) Council Exco meeting in August this year.

ASAQS Executive Director, Egon Wortmann, said that the Award "is a great honour and an achievement for which Kevin can be justly proud."

The "runner-ups" for the 2004 Jan Korevaar Award were Eugene Seah from Singapore for his paper Do's and don'ts for e-tendering and Australian Peter Smith who presented a paper titled Trends in the Australian Quantity Surveying Profession.

Family accepts Frank Postula's Distinguished International Fellow Award

ICEC Secretary-Treasurer, Ken Humphreys, presented Frank Postula's Distinguished International Fellow Award posthumously to his family during the AACE International Annual Meeting in Washington, DC in June 2004.

On the same occasion, AACE International presented him with AACEI's highest honor, the AACEI Award of Merit.

Veronica Postula send the following message to ICEC after this ceremony:

Dear Ken

Thank you for presenting the ICEC plaque to me in Frank's honor. I have it displayed in our living room with the other one he received from AACEI.

The words you expressed about Frank meant a lot to me and my family.

I know Frank loved his work with the International group and he made many friends there. I didn't get to know many of them, so I would appreciate it if you would pass along my gratitude to them.

This award is so meaningful to our family. We are aware of the great honor bestowed to Frank. It helps to ease our sorrow, knowing how much everyone thought of him.
