Singapore CPD program accredited

ICEC recently accredited the Singapore Institute of Surveyors and Valuers Quantity Surveyors Continuing Professional Development Program (CPD).

The ICEC Acreditation and Certification Committee also recently renewed the Australian Institute of Quantity Surveyors' CPD accreditation which was due to expire in January 2006.

Continuing Professional Development

ICEC Member Associations may seek ICEC accreditation of Cost Engineering, Quantity Surveying, and Project Management certification and continuing professional development programs (CPD), provided that these programs meet ICEC standards for recognition. To date 13 member associations have been granted ICEC accreditation for CPD programs.

Persons qualified under any of these accredited programs are entitled to use the ICEC name and logo and the post-nominals ICECA to designate their achievement.

ICEC member associations which have not yet submitted an application for recognition of their certification or continuing professional development programs are encouraged to do so in order to gain worldwide recognition, both for the programs and for the individuals who have earned certification.

An application for accreditation of any project management, cost engineering, or quantity surveying program may be made online at http://www.icoste.org/certapp.htm.

Member associations whose programs accreditation are due for renewal should contact ICEC Secretary Treasurer, Dr Peter Smith

Professional Education and Standards

Welcome to the first Professional Education and Standards section of International Roundup. This issue includes an overview of the on-line continuing professional development or CPD training offered by three ICEC member associations. The internet has provided an opportunity for a number of member associations including AACEI, ASAQS and AIQS whose programs are discussed below, to improve access and the flexibility of their CPD programs through on-line courses.

Contributions for the section are welcome. Please email articles outlining about your association's initiatives and / or your ideas about professional education and standards to the ICEC Secretariat.

ICEC to promote best practice by CE, PM and QS firms worldwide ICEC is establishing a World Best Practice program for cost engineering, project management and quantity firms based on the Australian Institute of Quantity Surveyors' (AIQS') national Best Practice program.

"Best practice is a term that is commonly used but when questioned about what it means to the consumer or client, few people can actually explain what it specifically means to them in deliverable services. The Australian program, the World Best Practice program and similar programs around the world that will be established within the World Best Practice program will help both consumers and practitioners understand what this means for our professions. Having witnessed the success of the AIQS progam I encourage other ICEC member associations to develop national best practice programs", says ICEC Secretary Treasurer, Dr Peter Smith.

ICEC's World Best Practice program

ICEC Council endorsed a three stage process for implementing its World's Best Practice program. During the first stage member associations are invited to establish national or country level Best Practice Programs using a series of documents it endorsed as guidelines.

Stage 2 of the implementation process includes the establishment of a Commission comprising of at least 5 member associations in countries that have implemented best practice programs. The Commission would then have responsibility for overseeing the establishment of the World's Best Practice program.

The final stage of the process includes a review of the program and provision for member associations to appeal decisions of the Commission.

AIQS' Best Practice Program

The AIQS Best Practice Charter requires participating QS firms to sign an agreement that obliges then to maintain and deliver high standards of:
  • Research;
  • Ethics;
  • Conduct;
  • Facilities;
  • Occupational health and safety;
  • Professional practice;
  • Quality; and
  • Insurance

Australia's Attorney General, Philip Ruddock has congratulated the AIQS on its initiative in developing this world’s first system for public acknowledgement of firms that are providing recognised best practice services.

Member recruitment and retention strategy survey

Effective and resource efficient strategies for recruiting and retaining members are of interest to professional associations across the board, including ICEC member associations. A forthcoming ICEC research project will aim to help ICEC member associations in these areas by:

  • Providing information about strategies that ICEC members have been used to recruit and retain members; and
  • Encouraging co-operation between member associations and the more efficient use of resources.

Member associations can look forward to receiving a survey in early 2007 about member recruitment and retention strategies it has used. It will ask for a description of the strategy with a basic evaluation and, where possible, contact details of people who would be willing to provide further information and assistance to other member associations who are considering a similar strategies. Members will also be asked to provide information about related materials, for example cost and copyright.

Another shorter “five minute” survey designed for completion by individual association members will be available on-line. Member associations and institutes will be asked to encourage their members to complete this survey.

Continuing Professional Development goes on-line

A number of International Cost Engineering Council's (ICEC's) member associations, including AACE International (AACEI), the Association of South African Quantity Surveyors (ASAQS) and the Australian Institute of Quantity Surveyors offer on-line or internet based modules in their CPD programs.

These courses provide the opportunity to complete continuing professional development (CPD) "no matter who you are, or where you are, anywhere in the world, if you want continuing education without travel" according to AACEI.

The advent of on-line CPD has in part been driven by a desire to improve access to people in remote locations and more flexible access to CPD to people everywhere. What is yet to be seen is whether it will provide a new area for co-operation between member associations through, for example, recognising other member association's on-line programs.

Among our first member associations to introduce on-line CPD was AACEI. AACEI's state-of-the-art Distance Learning Program was launched in 2002 using several delivery methods: internet or on-line, CD, and traditional correspondence course. Currently all but one the 15 CPD distance learning modules are offered by AACEI on-line. Most are part of its Supervisory Training Program (STPonline) which is presented by Construction Experts, Inc.

The AACEI Distance Learning Program which is dedicated to the memory of former AACEI President and delegate to ICEC Franklin D. Postula, PE CCE. Franklin's vision and leadership helped launch the distance learning program in 2002.

Internet courses offered by AACEI can be used by anyone who has a computer and the appropriate internet setup. Generally, this is a computer with a Pentium processor or equivalent, a personal email account and access to the internet at 28.8 k or better.

AACEI also acts as the agent to provide courses that are offered by third parties. However, the availability of a course through its website does not imply endorsement of that course.

Go Learning goes live

The Association of South African Quantity Surveyors (ASAQS), tasked with the responsibility to administer and promote the CPD system in South Africa, recognized that, especially in the more remote areas of the country, it is not always possible to attend workshops and seminars. Consequently the ASAQS Board has previously agreed to embark on a new venture to be known as “GoLearning”.

The “GoLearning” venture is a system whereby course material will be placed on the ASAQS website that will allow members to access the Program via the internet, no matter where the members are physically located.

By accessing the course material via the internet, members will be able to work through the relevant academic material, answer a few questions at the end, submit their responses to the QS EduTech Centre and gain valuable CPD points on completion. This venture hopes to address the problems of cost and accessibility to seminars and educational functions by introducing a program that can be followed by members from the comfort of their homes and in their own time. It is considered important that the “GoLearning” entity remains the full responsibility of the ASAQS, which will comprise the following three interest groups:

  1. The QS EduTech Centre of ASAQS will administer the process and will be responsible for all marketing, financial control and liaison with the members;
  2. Bert van den Heever (currently the webmaster of ASAQS) will be responsible for the setting up and ongoing maintenance of the internet/website requirements; and
  3. The University of Free State academic team, under the leadership of Professor Basie Verster, will be responsible for the facilitation and ongoing maintenance of the academic material in the program.

Although the initial set-up of this venture has taken a bit longer than anticipated, all systems are now ready to be up and running. The procedure to follow when someone wants to access the GoLearning modules, are as follows:

  • Webmaster put modules on the Association website. These modules will either be drawn up or vetted by the University of the Free State;
  • Anybody wishing to access any of these modules should visit the GoLearning website at http://www.golearning.co.za. Information about GoLearning will also be made available on the open section of the ASAQS website (www.asaqs.co.za);
    • Procedure for purchasing modules and obtaining CPD points:
    • Browse through the index of modules available and read the synopsis to find out more about a module;
    • Register on the GoLearning website and select a user name and password for your visits there; and
    • Visitors who wish to purchase modules for CPD purposes should submit their ASAQS and Council registration numbers during the registration process (may be amended later to cater for international users).
  • Purchase the module online by using a credit card;
  • If you do not wish to do so, then you can use the order form on the GoLearning site to order a hard-copy version of the module which will be dispatched after payment is effected by cheque or money transfer.
  • Hard copy versions cost more than the online modules to cover printing and postage and also require that you send back your answer sheet for marking;
  • After purchasing the module online you will be able to download it in PDF format;
  • Study the material at your own convenience and pace;
  • Thereafter go back to GoLearning, log in and select to do the multiple-choice questionnaire on the website;
  • The question paper is marked automatically and if you succeed in getting 70% or more you are eligible to submit the results to the EduTech Centre using the submission button on the website. Should you require a higher score you can go back and redo the test, but beware, you may be faced with new questions (you will however not be required to pay again if you decide to have another go at it !!);
  • Once you have submitted the results to the EduTech Centre, you will receive an electronic acknowledgement of your submission and your marks achieved; and

  • A “Certificate of Compliance” will be made available on the GoLearning website which you can simply print out and keep for your information and records.

The Board of the ASAQS is looking forward with great anticipation to the success and development of the GoLearning venture, both on a national as well as international level.

AIQS launches its On-line Learning Program

AIQS Members have recently completed the first AIQS Online Learning certificate program, which was facilitated by Professor Craig Langston of Deakin University, with an examination on 4 December 2006. Those that pass the optional examination will receive a certificate of attainment in Life Cycle Costing and will meet AIQS' CPD requirements for the current triennium. More courses are planned in the new year.

In preparing to develop and deliver a series of professional development courses, the AIQS was keen to ensure that all national and international members would be able to participate in the Program and not be disadvantaged because of geographical location. In view of this it was decided to deliver the courses on-line and in adopting this approach, course participants benefit from the flexibility of working on the course at a time that best suits them.

It was considered essential that a reliable and proven platform be used for the delivery of the courses and that expert back up was available for the platform administration. Since this is a new approach for AIQS and the course facilitators, it was also considered necessary to engage a third party to advise on course design and delivery methodology. AIQS has therefore established a partnering arrangement with fmedge facility management training, a Registered Training Organisation with specialist expertise in flexible learning.

To ensure that participants are familiar with this new approach to professional development, an on-line orientation session will be held during the week prior to the courses. This orientation week will include a participative and interactive session in a virtual classroom that will describe all aspects of the course.

Courses are structured around twelve distinct topic areas presented progressively on a weekly basis. Each weekly sector will provide:

  • Presentations on the subject area;
  • Discussion forum presented by the course tutor; and
  • Reference for further reading;
  • Submission of worked examples

While broadband internet access is preferable, those with dial-up access can participate in the course if they are willing to cope with the associated delays.

During the final week, participants are invited to sit an examination although this is not mandatory. A pass will give them maximum CPD points and a Certificate of Attainment.
