What is ICEC Rising Professionals?
The ICEC Rising Professional (ICEC RP) is a young professional group of International Cost Engineering Council (ICEC), which is a group of young professionals aged 40 or below with quantity surveying and cost engineering background.
The ICEC RP was formed during the ICEC-PAQS World Congress 2018 held in Sydney, Australia. The Congress took place from 16–20 November 2018 at the International Convention Centre, Sydney. The name of the group “Rising Professionals” was given by the ICEC Board, symbolizing “the rising of the hope and future of the next generation”. Sixteen (16) member organizations participated in the Young Quantity Surveyor Programme (YQSG) in which the formation of ICEC RP was officially announced.
Objectives of ICEC RP
- Exchange of professional knowledge aiding career development
- Learn different practices from all over the world
- A networking platform to offer global communication and opportunities
- Promote ICEC to young members in ICEC Members
What does ICEC RP do?
- Organize Mentor-Mentee Program (MMP): A six-months program that provides a platform for ICEC RP to get to know and learn from the mentor within/ across the regions.
- Organize workshops, seminars, webinars and programs: The webinars may also be in collaboration with other regional organisations such as PAQS YQSG, AAQS YQS Board, etc to provide ICEC RP more learning exposure and opportunities.
- Provide networking platforms for experiences sharing including feedback hearing from the youth to nurture the next generation of leaders in the ICEC and QS fraternity.
- Encourage participation in regional congress and contribution to research papers, such as ICEC World Congress, PAQS Congress, local RP / Young QS activities, etc.
- Publish online newsletters to capture the ICEC RP activities, Young QS group activities in the region and respective countries. The newsletter will also serve as the platform for regional and national Young QS group to get to know each other and publicise activities of the group inclusive of educational contents.
- Support for ICEC Board: to support the programmes, activities and taskes that will be executed by the ICEC Council.
Who can be ICEC RP?
All registered members of ICEC Members and Associate Members aged 40 and below are eligible to join this group. The Rising Professionals should possess a good track record and ethics.

Message from ICEC RP Chairperson

Chairman, ICEC RP (2022 – present)
Greetings to all.
It is my honor to be nominated as the 2nd Chairman of ICEC Rising Professionals (ICEC RP), receiving the baton from the inaugural chairman, Sr Aaron Wong.
ICEC RP was formed during the ICEC-PAQS World Congress 2018 in Sydney, Australia. The name of the group “Rising Professionals” was given by the ICEC Board, with the board’s great hope to our generation to be “the rising of the hope and future of the next generation”. Under the leadership of Sr Aaron Wong, we have established the structure and created numerous platforms for the ICEC RP around the globe to come together through networking and knowledge exchange.
I was able to be part of the pioneering batch as the committee member and 1st Vice Chairman subsequently. My biggest task after assuming the role of the Chairman is to continue the initiatives that the 1st batch of ICEC RP Committee has laid out during my term. The initiatives include Mentor-Mentee Programme (MMP), establishment of the ICEC RP webpage and the launch of the inaugural newsletter platform.
I am grateful to my committee members for working hard together despite the barrier of time zones, distances and cultural differences. I would like to thank the ICEC Board for their trust, guidance and support and always stand by our side. I can’t wait to see how we can bring our thoughts and efforts to life together.

ICEC RP Committee Members

Jacqueline Huan Chie Sze (SISV, Singapore)
Chairman
Jacqueline is an Associate Director (Cost Management) and an Adjunct Professor based in Singapore. She is a member of Singapore Institute of Surveyors and Valuers (SISV) and Royal Institution of Chartered Surveyors (RICS). Her market sector experience includes residential, healthcare, aviation, offices, retail, educational, industrial and mixed development projects. She has strong experience in PPVC residential projects in Singapore. She is the Young Achiever of the Year for RICS SEA Awards 2023, AWiCS-SISV Young Woman Quantity Surveyor of the Year 2025 and shortlister for Women of the Future Awards 2024 for the category “Property, Infrastructure and Construction”.

Adebola Adeyera (NIQS, Nigeria)
1ˢᵗ Vice Chair
Adebola is a Director (Cost Management) based in Lagos, Nigeria, and a governing council member of the Federation of Construction Industry. He is a corporate member of Nigerian Institute of Quantity Surveyors (NIQS), the Canadian Institute of Quantity Surveyors (CIQS), and Project Management Institute, USA. He has over a decade years of experience practising as a Quantity Surveyor/ Cost Estimate/ Project Manager on several projects. He has vast volunteering experiences, having served in various capacities within NIQS, African Association of Quantity Surveyors (AAQS), ICEC RP and CIQS Young QS Committee.

Sr Sunny Wong (HKIS, China Hong Kong)

Sr Sunny is a Quantity Surveyor based in Hong Kong, China. He is a member of Hong Kong Institute of Surveyor (HKIS). He participated in the ICEC Conference held in Sydney in 2018 and has since been a member of ICEC RP.

Sophia Lam (ACES, Australia)
Committee Member
Sophia is a Quantity Surveyor based in Brisbane, Australia. She is a member of RICS. In addition to her experience in quantity surveying consultancy, she has also worked with main contractors and project management consultancy in Sydney. Her project experience spans residential, commercial, institutional, transport, and educational sectors. She participated in the ICEC Conference held in Sydney in 2018 and has since been a member of ICEC RP.

Boaz Komen (IQSK, Kenya)
Committee Member
Boaz is a Quantity Surveyor based in Hungary. He is a member of Institute of Quantity Surveyors of Kenya (IQSK) and Registered with Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS) He has vast experience in Quantity Surveying and Project management in Kenya and also in Europe. He has been a member of ICEC RP since 2021 and participated in the ICEC Conference held in Rotterdam in 2022.

Lars van Kuijk (DACE, Netherlands)
Committee Member
Lars a Cost Engineer based in Netherlands. He is a member of Dutch Association of Cost Engineers (DACE). He has vast experience in the Project Cost control and Finance Administration. He participated in the ICEC Conference held in Rotterdam in 2022 and has since been a member of ICEC RP.

Dr Nadzirah Zainordin (RISM, Malaysia)

Nadzirah is an Assistant Professor based in Kuala Lumpur, Malaysia. She is a member of Royal Institution of Surveyors Malaysia (RISM) and RICS. Her career spans various fields in construction and lecturing. She is the Young Achiever of the Year for RICS SEA Awards 2025.
