Terms of Reference (Job Description) for ICEC Delegates

Introduction
The governing body of the International Cost Engineering Council is referred to as the Council. The Council consists of the ICEC Executive and one Delegate named by each ICEC Member organization. Member organizations are encouraged to name an Alternate Delegate with authority to serve as Delegate in the absence of the official Delegate and to assist the official Delegate as appropriate.

ICEC Communications Guidelines

 

PREFACE

The International Cost Engineering Council is an organization of associations, not individuals, and thus its official communications with the member associations are with the designated representatives of each association not directly with the individual members of the associations. Recognizing the advent of worldwide electronic and other systems for virtually instantaneous communication such as the “Project and Cost Forum” on CompuServe which has been established by AACE International and similar systems under consideration by other ICEC member organizations, the International Cost Engineering Council has established the following guidelines for the use of electronic and written communications in connection with ICEC activities:

Requirements for Membership

International Cost Engineering Council is a worldwide confederation of national and international associations of serving the cost engineering, quantity surveying, and project management professions.

ICEC does not have individual members. Participation in ICEC affairs is accomplished through membership in one of the ICEC affiliated societies. Persons interested in membership, should apply to one of the ICEC member associations which serve their nation of residence.

ICEC International Congress and Regional Forum Standards

1. Sponsorship – International Congresses will be sponsored on a worldwide basis by the International Cost Engineering Council (ICEC).

ICEC will also sponsor seminars and symposia on a continental or regional basis which will be designated as “ICEC Forums”.

International Federation of Surveyors (FIG)

Royal Institution of Chartered Surveyors (RICS)

ICEC & the RICS have a Memorandum of Co-Operation (MOC) that was signed on 27 June 2012 during the 8th ICEC World Congress in Durban, South Africa. Click here for details of the MOC agreement.

Pacific Association of Quantity Surveyors (PAQS)

ICEC & PAQS have a Memorandum of Co-Operation (MOC) that was signed on 9 June 2014 during the 18th PAQS Congress in Hong Kong. ICEC collaborates with PAQS through ICEC Region 4 (Asia-Pacific). ICEC Region 4 meetings are usually held in conjunction with PAQS Annual Congresses. Click here for more details of the MOC Agreement.

Africa Association of Quantity Surveyors (AAQS)

ICEC & AAQS have a Memorandum of Co-Operation (MOC) that was signed on 18 October 2014 during the 9th ICEC World Congress & ICEC Council Meeting in Milan, Italy. ICEC collaborates with AAQS through ICEC Region 3 (Africa). ICEC Region 3 meetings are usually held in conjunction with AAQS Meetings/Assemblies. Click here for more details of the MOC Agreement.

International Standards Group Inventory of Best Practice and Standards

The International Cost Engineering Council has compiled a listing of best practices and standards which have been developed in many countries for the practice of cost engineering, project management, and quantity surveying.

Included are documents developed by the member associations of ICEC plus many independent standards organizations.

The lists includes standards from the Australia, Canada, France, Germany, Hong Kong, Singapore, United Kingdom, United States,and South Africa plus standards and best practices developed by the International Organization for Standardization (ISO), the International Project Management Organization (IPMA) and the Commission Electrotechnique Internationale (IEC).

International Roundup Newsletter – Previous Versions

International Roundup was the electronic journal of the International Cost Engineering Council
(ISSN 1832-7249) prior to 2007. From 2007-2009 it was replaced by periodic newsletters and the
ICEC Cost Management Journal . The new International Roundup Newsletter was introduced in 2010 (these newsletters are provided above).
